Process

The Shining Hill Secondary Plan process involves the preparation of background studies and technical analysis as well as consultation with key stakeholders and the public in order to define the community vision and goals.

The goal of the Shining Hill Secondary Plan process will be highly consultative through deep and meaningful engagement of with the Town of Newmarket, Lake Simcoe Region Conservation Authority, technical experts and key stakeholders including Indigenous Communities and members of the general public.

Process And Key Dates

Municipal Class Environmental Assessment

The Shining Hill Secondary Plan is being integrated with a Municipal Class Environmental Assessment (MCEA) Schedule C Project for the collector roads. The integrated process will satisfy both the requirements of Planning Act and the Environmental Assessment Act in a singular process.

A Schedule C MCEA is composed of five phases:

Phase 1: Define the Problem or Opportunity

Phase 2: Identify and Evaluate Alternative Solutions

Phase 3: Develop and Evaluate Alternative Design Concepts for the Preferred Solution

Phase 4: Document the Planning and Design Process in an Environmental Study Report (ESR)

Phase 5: Implementation Following approval of the ESR
